Wynnewood Man Charged With 8 Counts of Child Pornography

A Wynnewood man has been charged with eight counts of child pornography possession after allegedly downloading child pornography on a work computer during work hours. Mitchell Alan Kaplan, 60, of the 200 block of Trent Road in Wynnewood, posted bail on June 28 and was released, according to court documents.

Kaplan faces eight counts of child pornography possession and eight counts of criminal use of communication facilities. He was arrested and charged on June 26 and held in Delaware County Prison until he posted 10 percent of $75,000 bail two days later, court documents show.

According to the Main Line Times, Kaplan is an IT worker at the Chester Water Authority in Delaware County, which is where the incidents allegedly occured. He was investigated by the Delaware County Internet Crimes Against Children Task Force.

The Main Line Times reports:

[Delaware County forensic examiner Steve] Arter found numerous entries that indicate the user of the computer was frequently accessing web pages featuring teen pornography, incest and other notable sexually related content, according to charging documents. A total of 14 notable pictures were found on the computer; notable in that they feature nudity and sex acts involving persons who may be under 18 years of age.

Kaplan told [supervisor of ICAC, Lt. David] Peifer that he felt “sexually dominated by all of his adult relationships and that he would have more control if he was with a 14- to 16-year-old,” the affidavit states.

The affidavit also states Kaplan said he looked at a couple dozen images and videos of child pornography, the youngest image being that of an infant.

Kaplan's hearing is scheduled for July 17 before Magisterial District Judge Dawn Vann in Chester.
