UPDATED: The Latest on Road Closures and Flooding—Friday Afternoon

River Road in Gladwyne is now open, but much of Mill Creek Road is not. FEMA has declared a state of emergency for all of Pennsylvania.

Lower Merion Township announced late Friday afternoon that the majority of roadways closed due to Hurricane Irene damage and this week's flooding are now re-opened.

That includes River Road in Gladwyne, but Mill Creek Road (from Conshohocken State Road to River Road) remains closed, as there is "still some standing water at the underpass and debris along the roadway."

Floods from heavy rain on Thursday forced road and rail closures in Lower Merion and the surrounding area. A National Weather Service flood warning was in place until early Friday afternoon.

An NWS spotter in Wynnewood measured more than 9 inches of rain by Thursday morning's rush hour. At 11 a.m. Thursday, the Schuylkill River in Philadelphia reached 12.5 feet of depth, a foot and a half above flood stage, according to the NWS.

In the meantime, the U.S. Department of Homeland Security's Federal Emergency Management Agency declared a state of emergency in the Commonwealth of Pennsylvania. FEMA ordered federal aid "to supplement commonwealth and local response efforts due to the emergency conditions resulting from the remnants of Tropical Storm Lee beginning on September 3, 2011, and continuing."
