What To Know For Wednesday's Commissioners Meeting
Ardmore library renovations, Wynnewood Shopping Center plans and township manager Doug Cleland's contract are all up for a vote on Wednesday.
With a number of topics scheduled for discussion at Wednesday night's Board of Commissioners meeting, here's a primer for several important actions that could affect Ardmore, Merion and Wynnewood residents.
The meeting begins at 6 p.m. in the township building's second floor board room (75 E. Lancaster Ave, Ardmore).
New Township Manager Contract
What: Commissioners are expected to act on a new contract for Township Manager Doug Cleland, whose previous contract expired in 2011. Cleland's base salary for 2012 will be $202,989, with a 2 percent increase in 2013 to $207,049, not including his deferred compensation package. Benefits would bring his total compensation to about $275,000 a year, the Philadelphia Inquirer reports.
Cleland's contract was a topic of conversation at several board meetings earlier in the year, but a decision was delayed amidst debate about the legality and transparency of deferred compensation packages for township management employees.

Time: The meeting of the Administrative & Human Resources Committee, which may recommend the contract to the Board of Commissioners for approval on Wednesday night, is scheduled to begin at 6 p.m.

Ardmore Library Renovations
What: The Library Committee will choose whether to recommend for approval by the board a plan to undertake simultaneous renovations of the Ardmore Library and the Gladwyne Library in 2013. Ardmore Library would be closed for 10-12 months during the renovation period, which will begin once the Bala Library reopens. Read more details in PDF format here.
Time: The Library Committee meeting is scheduled to begin at 6:35 p.m. (but times are approximate).

Wynnewood Shopping Center Plans
What: The Building and Planning Committee will consider for recommendation to the Board two tentative sketch plans—one a bank, and one a restaurant, both proposed to fill a vacant postal service building in Wynnewood Shopping Center. Both plans were recommended for approval by the Planning Commission last week. No tenant has been proposed for the space, so the purpose of these plans is to get some legwork done and make the space more attractive to potential tenants by showing what can be done with the space, according to Federal Realty representatives.
Time: The Building and Planning Committee meeting is scheduled to begin at 7 p.m. (but times are approximate).

The full cost of Township Manager's contract is $275,000 or more making Doug Cleland the highest paid municipal or county employee in Pennsylvania. This material omission misleads. There is no evidence that Doug Cleland's services have resulted in greater benefit than surrounding municipalities whose managers are paid significantly less.

The $275,000 amount has now been added.

I would like to present to the LM Township Commissioners at this Wednesdays commissioners meeting of the standing felony criminal charges against the Townships public official relating to Mr. Cleland's employment contract,
Section 3. Termination and Severance Pay:
In the event that the Township terminates Cleland for cause, this Agreement and the rights and obligations of the parties hereunder, cease. “Cause” is defined and hereby limited for the purposes of this Agreement to the following: (1) willful misconduct and/or neglect of duty, (2) felony or misdemeanor conviction of any crime involving moral turpitude, (3) dishonesty in the conduct of the Township’s affairs, or (4) any other act of similar or greater seriousness.
The Lower Merion Police have made direct threats to falsely imprison and threat of bodily harm should I do so.
I hope the Township Commissioners will contact me to arrange for a safe presentation before the commissioners of the felony criminal allegations against the public officials involved.
